Appreciate that this is an old post, but as someone that viewed the initial consultancy... this was always the case, right?
Newcastle is the fairest comparison, as they have a subway that is both above and below ground based on elevation. No plans ever seemed to go past setting up lines within the centre to specific locations, but when quizzed the Mayor did mention combining the local rail network to the subway.
