Many reasons for this:

• Westernern governments don't admit that they spy on their people, so when Westerners spot government drones they go unidentified.

• Global South authorities have less tolerance for bullshit, so reports get ignored more often

• Westerners are just bad at identifying flying objects (see recent news) so a higher proportion of flying objects go unidentified.

• Alien ships use particles from their cognitive dissonance emitters to generate a cloaking field. They're not technically invisible, but they invoke the power of cognitive dissonance to cause otherwise rational minds to completely ignore what's in front of them. Unfortunately Westerners are already so oversaturated with mental contradictions that they emit their own particles which disrupt the alien technology and lower the cloaking effect.
