This poster was created by Soviet artist Pravdin to encourage workers to be dedicated and exemplary in order to rebuild the country, which was destroyed by World War 2.

This is a great example of propaganda. All the workers in the background are looking at Stalin with great admiration and loyalty. The implication is clear - an award from Stalin is the highest praise in the land.
