Most of those top cities are only really 'livable' if you make over 100k a year

Living in one of the top cities, definetly not making 100k - still a good place to live. I think a lot of them are on the list, because they have good public infrastructure and are rather calm (at least most of the European ones - the other ones I mostly never visited) - that makes it good for everyone not only the rich.

I also live in one of those cities, I know public infrastructure is much better in Europe than it is where I am. There's a lot of social issue here, it's "nice" in the richer areas, but homelessness and the opiod crisis are big problems. If you're lower income your options for living are bad areas or an extreme commute. Even then, those places are still highly competitive to get into, very small, and likely to cost 50%+ of your monthly income.

The overlap of this list and the list of cities with the highest cost of living is significant.

Yes, that is true.

As you mention the opioid crisis, I guess you are from the US - I think it is also quite telling that no US city is in the Top 10 - I think that shows also the inequality there, so I can imagine that what you said is even more true in the city you are living in.

It's so weird, like if they're so good of course everyone wants to live there, but with NIMBYs pressing for restrictive low-cost housing regulation, people who don't make a lot can't really afford that, so ... wait what's weird about that? Oh yeah, so anyway NIMBYs need to get fucked.
