Guess the Episode "Rules"
- Post a screenshot from an episode of the Simpsons. Frinkiac being a popular source.
- If posting a GIF the file size should be less than 1MB, otherwise it may not be animated.
- Easy, a screenshot any who's seen the Simpsons would get.
- Medium, a screenshot that would take a moment for most people to get.
- Hard, a screenshot that someone only gets after you explain it to them.
- Genius at Work, a screenshot that makes someone go, "Yeah, that's from The Simpsons, the one where the family does the funny thing".
These "Rules" aren't real, so if you think of something clever, do that instead.

I don't know the answer, but let's go with what we do know.
To start they wear green pants. Krusty and Sideshow Bob wear green pants, but Krusty has a more olive color and Sideshow Bob would have large feet, so they're out.
Todd Flanders sometimes has the dark green, but usually more of a teal like Mr Burns. In both cases neither drive.
Hans Moleman wears green pants, his shoes are often black and he is known to drive. Although he isn't usually quick to the breaks.
So I'm currently thinking it's Moleman.
Also less likely but Flanders nice "Church" clothes have him in green pants. I think I recall an episode where Flanders is in a car and waving people ahead of him, possibly as they leave church? I remember Maude trying to get him to move and he refuses/hesitates.

I'm also, looking at the animation style, going to rule out Season 1 where some of the colors are weird. The image isn't HD so it's earlier, but that's still a huge window.
Probably your core Season 3 to 13 range.
