Peasant enlisted veteran here, a little confused. So this is a new, additional program for bonuses for pilots? Why did they create this program? Old one as broken as everything in the force?

Yeah kinda broken. There’s real doubt on whether the Air Force will ever have enough money to throw at pilots to keep them in rather than go to the airlines.
It mostly just has to be renegotiated periodically by Congress.
