Update:

In Odessa , a patrolman knocked out a man in front of his wife. Now the policeman has been suspended, an investigation is underway.

Police said the incident happened on August 1st. Then the cops invited the man to the police department to consider the case of traffic violations. The man began to use foul language, showed aggression and “damaged the form of an administrative violation.” When the air alert was announced, the patrolmen, along with the man, went to the shelter. On the way, the man continued to behave aggressively, so the patrolman used force. The man refused medical attention.

“After the specified event, an official investigation was appointed. The policeman has been suspended from duty," the Odessa region police added.

He was confrontational, aggressive and was hitting the cops. He should have been arrested.

Does anyone have a translation / context? I don't know the situation, but I have a hard time constructing a scenario where dealing with the police this way is a good strategy for anything.

In a country where a war is happening. I mean, you don't bother cops because they have bad guys to take care of, but in a war zone, it's worse.

How about don't fuck with authorities when you're in a war zone. Probably a good rule to live by to avoid getting rocked in the face, or worse.
