The depth of corruption required to allow this to happen is just painful. The chain of people who either took part or look the other way must stretch across the entire country. Sadly this just isn't as shocking as it should be. We're just not doing anything to oppose the overwhelming greed that feeds on human desperation, if anything we root for it.
