Yeah, but Russia can't admit someone attacked their ship, because:
A - Ruzzia Stronk!
B - People will demand higher bribes.
C - Anyone who tells Putin will suddenly fall out of a window.
D - Insuring ships is expensive, and when someone is intentionally shooting at them, I'm sure that gets much worse.
And the people who did will never admit to doing it, because they've already achieved their goal, because see above.
So this was a tragic accident that couldn't be helped. And unofficially, everyone who knows got the message.
