I remember these private finance initiatives being launched in the 90s and thinking that someone will be making a lot of money from the tax payers.

PFI's are sanctioned scams.

What I don't understand, so please forgive my naivety, is that surely Equans is in breach of contract, so the schools and/or council could sue? I'm wondering why that hasn't happened...
