I think I've been moving more into "undone" lists, not exactly things to do, but reminders for alternative things I could do when I don't feel like doing anything of what comes to mind in the moment.
What they need to do is make a side quest and a main story quest list.
Side quests are the random things that pop up that won't necessarily prevent you from continuing the main story, but can can be crucial in giving really good perks, xp, or other loot (do the laundry, go out with friends, take a shower)
Main quests will be the big things you're trying to accomplish, and each will have multiple stages. For example, a college questline, a travelling questline, etc.
"My class gave me a perk that negates the need to complete side quests, so rather than grinding or doing main quests in early game, I got a lot of progress in the traveling questline early-game, until eventually the gear requirements were too high, and I had to start completing some college quests to continue."
"Oh, how lucky. My character race gets a penalty to loot, so I was stuck doing side quests for way too long before I was able to make any progress. Almost gave up on the game because of how grind-y it felt, but I got a random encounter that fast-tracked the career questline, and the balancing seems to have evened out."
