This is setup because no reason to have car booted in that spot. It's funny but that also looks like one for personal use. Official boots have a thing that blocks off the lug nuts as well.

I'd take the wheel as well. Angle grinder, a couple of zip disks, and half an hour (safety gear assumed): you have a wheel and a pile of scrap metal.
