Right now I'm in the midst of reading a batman comic that csme out in 1991. If I were tasked to write a plot summary, it would be:
Batman takes drugs from strangers, then goes into rehab. Afterwards he murders a bunch of drug addicted soldiers.
So based on this 1 frame, I'd say he did drugs again, except this time it was ecstacy.
Lol. Yeah. I don't recognize this panel, but it feels very 1989-1991, to me.
It could be that this time batman wants some super kinky time with someone.
The fangs make me think he got turned into a vampire. I could be persuaded he was mutated by some other means too.
