They would be too powerful without it. They were close to an industrial revolution, which would have been a major tipping point in world history.

If they didn't treat it like a toy, they would defifnitely realize they can increase the efficiency using pistons and make a practical device like a pump.
Too bad we are too stupid not to repeat history over and over again.
