I was going to say "that doesn't make sense because it's not just 'plate' on a ticket it's 'plate+state'", but that DEFINITELY looks like a New York plate...
Ohio dropped its front plate requirement a few years ago, and stopped issuing a second plate. People put all kinds of novelty plates on the front now, and a lot of them look like actual plates.

And by "mess with the bull", I mean exist in American society. And by "get the horns", I mean get fucked over by an impersonal and impassionate system designed by the wealthy to only sustain their own wealth at the expense of everyone else.
There should be some civil servant or elected official who could help this woman. Unfortunately, this isn't the type of thing you can ignore and it will go away, so I understand her stress and fears. This is not only eating up her time, but causing financial strain for an individual on a fixed income.
I had some novelty plates and even barring something like this its a pain. It makes you far to identifiable and its not worth it to me whatever it might be.
