In the US, liberal means "anyone who isn't a conservative", effectively.

It means neoliberal capitalist, just like "conservative" does. Only difference is the racism and sexism. Libs think all humans are worthy of working in the salt mines. Cons thinks only white men should work in the mines while the women stay home and tell the non-whites what to clean next.
