Yes, but I think all jobs has at least 1 skill to break CC. Either base skill or needs additional legendary aspect. Anything with unstoppable in its description. So maybe use that first

i also wonder what "other negative effects" is... i mean, resistance to poison, i assume, reduces dmg from poison by 50%

but what other negative effects are they talking about ?

I would assume other DOTs, but it’s so vague you’d have to sit around and test it. Would it reduce vulnerable damage by 50%?

And being made unstoppable immediately removes you from any CC but I personally wouldn’t want to rely on an elixir. Are you playing hardcore?

I do play hardcore, yes.

I dont really need this potion though, because i play bear druid.

Just wondering if anyone else could benefit. Ive only seen it just now from a quest in kejistan

It'll break your frozen/cc status, yes... but in the chain-cc scenario, you'll be back frozen again after that 1 second of unstoppable has expired.

Still, better than nothing. My barbarian pre-season had two cc-break skills and still couldn't fight multiple cold-enchanted elites without being constantly frozen. Maybe a third in elixir form may have given me the edge I needed to kill them?
