Once Congress approved of it, the support became 100% legal.

Biden is not "enthusiastic about genocide", he believes, rightly, that Israel has the right to defend itself from attacks, which they do. That's the source of Biden's support for Israel.

People denying the US is supplying Israel with weapons clearly being used to deliberately kill massive amounts of civilians. Much of it is literally caught on video and bragged about by numerous Israeli politicians and military figures.
