I'm not sure how I feel about this one. While he seems to be a very good person overall, he benefited from stealing from the rest of us. His settlement is around half the amount it sounds he stole to buy his kids some houses, let alone however much he took in total.
But from the way the neighbors still support him and his contributions over the years to the community, perhaps he has paid through more immaterial means.
Not that him facing prison would have made life better for anyone, so I don't advocate for that.
It sounds he cooperated with the investigators and intends to do right from now on. He faced some penalties, which is more than happens to many, so I suppose it could have been worse.
Sometimes there isn't necessarily a good side or a bad side, just 2 gray sides.
