Joe Grace, a spokesperson for the Parker administration, said the benefit would initially be offered only to workers who aren’t represented by a union and the employees themselves would pay for coverage, meaning there would be no direct cost to the city.

Not available to union members and paid for ENTIRELY by the employee. Yeah, that'll definitely get people working for them. Most likely it'll be like any other pet insurance and won't cover pre-existing conditions. Your cat had a cough 5 years ago? Sorry, since it's a pre-existing condition we won't cover your expensive vet bill.

If I have to pay for 100% of the "benifit", then it isn't really a "benefit" now, is it?
