This happened in 2021, it was proposed to be added to the COVID relief bill.

Manchin and Sinema both signaled that they would kill the 1.9 Trillion dollar bill in its entirety if the minimum wage provision was added. The Parliamentarian advised that the provision wasn't really covered under the "reconciliation' part of the powers of the house, overruling her would just have killed a lot of aid to a lot of people.
