Any dictatorship will eventually have these issues. And most organizations are dictatorships based on the outline in The Dictators Handbook.
Bottom line a dictatorship means the essentials and influencials are small enough you can pay them for results (think huge executive bonuses). If those groups are too large to pay you have to win them over with policy which is more like a democracy.
