In Croatia police will come only if you know someone who is higher rank than them (or if you are higher rank than them)
in Estonia police will arrest you and the murderer
In France the police will come and arrest you for suspected terrorism because they you had a vegan book in your kitchen

In Belgium if you call them you’ll have to take an appointment with the police officer for at best next month and if you cancel it less than 24h before the appointment you’ll have to pay a fine of 25€.

Here in the UK, you can make silent phone calls to 999, but you still need to respond to the operator in dome way. If you can't speak to the operator, they'll ask you to cough or to press certain keys so they can verify that it's a real call. Just dialling 999 without interacting with the operator won't guarantee a police response.
