States cannot enforce the provision against federal officers. Only Congress may do so.

Ugh legal, I can see it now...

Everything delayed until the election, depression and pain rising through both sides, and some radical from either side is going to decide to take matters into their own hands since rule of law is not being applied.

That is how our democracy is destroyed.
