Yes, that is correct. This also excludes self-hosted sites using Jetpack, as well as sites hosted on WP VIP platform.
If you stay on WP.com, there is a new setting(per-site) under Settings > general for disallowing this.
For now ... ... endgame is integration in WP core and one needs forking to avoid it ....
I certainty hope so. If not, I'm out. I'll make my own with another system, or just Django something up
