This is exactly what my horse needs. Seaweed!
Out of curiosity, but when do I get access to horses? I haven't had a chance to finish the campaign yet, and I think I just hit level 46.
You unlock the mount during the beginning of act 4. Your level does not matter.
The stable master will be accessible after a specific quest of the campaign, and it will unlock mounts for all the character (at every level). I suggest you hit that point in the main story and then go on with your own game as you please.
Part of the campaign. Around lvl 30 if you don't stop and grind.

Kind of annoyed I just spent money on this, only for it to be given away days later. It is a great deal though!
