No solid info yet but that's the assumption. AI services generally are quite expensive and even though some of the features are performed on device, some appear to be cloud based.
Considering that the AI services are all Google-branded (everything had the Bard logo), I would assume after that it'll transition to a token system like other services. Perhaps the tokens replenish after a while for things like googling (that's roughly what Microsoft does with their rewards points shop).

More likely that downloading tens of gigabytes of AI model data for everything isn't feasible on phones.
