Make a mark on the tires with chalk, to see if they ever move. If not, follow up with whatever HOA/municipality handles parking, to see if they will track the owner down. They don't want abandoned cars in their division either.

I disagree though, there is something to be done; an attitude adjustment on your part. As I said, you don't own the road. When you make a post, you have to be open to being in the wrong sometimes, or you're setting yourself up for inevitable disappointment.
All these other comments enabling your attitude are the real tragedy.
The thing is, he does own the road. And so do his neighbors, and the folks a few blocks over too. It's community property and there are rules put in place to ensure that everyone gets to use it fairly. Those rules probably include 'no parking on the street for days at a time'.
You're wrong, and your attitude is ridiculous.
