No, it's The Dreamer. The article title states the name then puts a quote from the special after the colon.

Literally the second line:

Maybe it’s time for Dave Chappelle to try some new material.

I think the more you make a topic a sacred cow, the more ripe it is for comedy. I don't actually find Dave Chappelle funny, but that's a separate issue.
