I'm not sure how I feel about this. The main problem I see is, what if the charges are unfounded? I thought that was kind of the whole point of paid suspension. Don't unnecessarily disrupt their lives while investigating but take them off duty. Seems like if the charges are founded that the money should be recouped. Though I understand that is more difficult.
A big problem pointed out in the article is the typical length of suspension. Median is a year and a half and up to 9 years? WTF is that? That's far too long to figure out if charges are founded or not. Those numbers need to come way down.
