This is the reason I'm so underleveled rn. I got the game pretty close to launch but ragequit and refunded it after staring at the drop screen for two hours. Now that the server issues are mostly fixed I bought it again, but everyone else is so far ahead of me.
Getting everything you need is pretty easy. And if you really wanted you could just let someone carry you to impossible difficulty and just do defense missions. In 2-4h you should be lvl 20 and have most things you need.
Doesn't that screw up the liberation%? I heard somewhere if you just do defense then bail, it marks the entire op as failed.
