Ich möchte unnötig komplizierte Ausschreibungsregeln und Grenzen beim Zubau Erneuerbarer hinzufügen. Wer will kann Zubauen was er kann, ob 100 Watt auf dem Balkon oder 5 GW offshore Wind.
