My problem is the lack of context. But here's what is going on.
For some reason, the vehicle "needs" to be towed. Whether that is the vehicle owner's malfeasance, or the cop's malfeasance or the parking lot owner's malfeasance, we do not know. (It could also be a grifting tow truck company, but I'm going to assume not)
The tow truck driver, doing his job hooked up the vehicle before he could pull out the owners returned demanding their vehicle not be towed. The tow company said "we picked it up, so it's going to cost you $125 to drop it.
If they hauled it away the cost to recover the vehicle would increase do to storage fees, so it is in the vehicle owner's best interest to come up with the $125.
But there are far too many unanswered questions.
Thank you, yes, if they tow it away it's going to take a lot more time and money. I completely missed that there was a tow truck and its driver involved
