One that cannot achieve highway speeds.
Ok, we call them mopeds over here. They're less than 50cc and you can ride one with your drivers licence. I think they reach up to 50kph.
If those bikes don't qualify they must have higher performance than a moped, even if they don't reach highway speeds.

Osa flex is the one you want if you don't have a motorbike license.
I guess I would consider highway speeds to be over 60mph but maybe there is a significant safety risk when going over 50mph. Where I live I would need a motorcycle license for any of them. Only ebikes are an exception.
