Top image looks to be from Nazi Germany, bottom from the Putin crowd in modern Russia. I believe the point is that they're rather similar.

The Z is frequently used by Russia to indicate Nazis. As for what's happening in the picture, not enough context.

The link was completely blocked for me. It's ~~definitely malicious.~~ a Telegram app link.

That's not a valid assumption. It's a link to a Telegram message, t.me is Telegram's domain. I presume you have some filter that blocks Telegram links. It is not blocked for me, and my pihole runs a huge bunch of blocklists. I also scanned the link with urlscan, and there's no indication that it's malicious. Ah okay. The other person said "an app", and it was blocked for me, so I assumed it is malicious, since lots of malicious links are app download spam. Had they said "the Telegram app" I probably wouldn't have made that assumption. Cheers for correcting me.
