Not by definition, at least
If you design a game with psychologists to maximize serotonin hits instead of gameplay and then charge money to keep getting a hit is, by definition, a deceptive act, and ergo -- scam.
Using that line of reasoning, any form of advertising can be considered a scam as well.
There is no real deception involved here, it's pretty clear what people are paying for.
Oh baby now you're getting on my wavelength and the depths I'll go to avoid being advertised at.
Yeah, advertising sucks, but you can't just change the definition of a scam to fit your purposes.
