Even non-marxists agree that much of Marx's analysis of capitalism is true
Much of the self evident and obvious "analysis" maybe. I am sure there is a lot of basic true statements in Mein Kampf. It's the rest that's the problem.
The person is quoting Marx to argue that we shouldn't have democracy. That isnt the "analysis" non-marxists will agree with. Well, neo-nazis might, but I doubt that's who you meant.
The quote itself makes little sense and doesn't provide any insight. It's just a statement without any reasoning behind it. It only provides "value" to those who see Marx as an authoritative philosophical figure, which is pretty much just commies.
But it's not criticising democracy (as in government representative of the people), it's criticising 'democracy' (the type that exists in most of the world), which generally limits true change that would harm the ruling classes
