Whether they're actually building it or not shouldn't change how the west reacts to it. Instead, we should treat it like we did the MIG-25: assume it's real and invest in our own systems to maintain superiority.
Worst-case scenario, we get extra green tech innovation and save the world from global warming more than we intended. Oh darn.
