Bethesda has laid out some of its plans for Starfield in 2024, including mod support and its first "major" expansion.

I dont think you can fix the limitations of a 15 year old engine with patches. I didn't buy it but I watched my friends who did stream it from start to finish. I am 100% sure these NPCs are operating off of Oblivion code.
