I think that the post is joking about the fact that it's working despite the communist association. A lot of institutions branding themselves as communist haven't done very well.

That's just the mentality of the west. You're a communist, therefore you must be bad. It's a stereotype. The idea behind communism is not bad if you get into it, but years of propaganda has done a lot of damage to it's reputation.

Not talking about actual implementations, just the concept. There are a lot of bad things done on both sides of the fence, communist countries included.

I'd also like to add that just because a country identifies with a certain label doesn't actually mean that they are aligned with the values of that label or the prescribed social relations. Often, countries and organizations will normatively align themselves with some general ideals when in practice they aren't really meeting those ideals. The Soviet Union identified as communist, yet they had nothing of a classless society. Government administrators had much more political, economic, and general power than others, practically creating social classes. That is not communism as prescribed by Marx & Engels. Russia currently states that they are a democratic federation, when we all know it's an autocracy. If Russia does something terrible, it's not because democracy did that. It's because Russia did that. Something similar can be said for Cuba.

Cuba is officially called the Republic of Cuba, implying that their government is administered by elected representatives of the general population. However, we know that they have a one-party rule and that the principal leaders are not directly elected. If they were to give themselves a more valid name, it would be the Republic of the Cuban Communist Party not the General Population. Furthermore, the Cuban Communist Party would have to rename itself to something like the National Governing Body that Ensures Cuban Political and Economic Sovereignty from American Neocolonialsim because they aren't really communist either. They're more of a government party that maintains power to avoid American neocolonilism of their country.
