If he is from the states, FBI report is probably the way to go. I don't know much about making that report but it's probably a good place to start. If you have more specific location details than reaching out to that areas local authorities would be the next best bet.
I believe I filed my report a few years ago through the Cyber Tipline: https://report.cybertip.org/
A local FBI field agent got in touch 2-3 times with questions and updates. They weren't ultimately able to find anything actionable, unfortunately, despite ostensibly looking into the account.
I guess there's some international framework to catch them, so they can follow on leads and maybe forward it to other agencies.
