I think 10 points for one violation is rather harsh. 6 would be fairer.

So can we agree on a 6 point deduction for the next 115 years for City? All in favor?

City are also facing 100+ charges, so the process taking longer is kinda understandable, though I won't be surprised if they end up with a trivial punishment.
