It's fairly unusual for former Prime Ministers to return to govt as ministers.
Most ministers are MPs and so we don't typically think of members of the Lords (an unelected second chamber) as a candidate for office, especially not one of the major offices.
He called the Brexit referendum, as a Remainer. So absolutely everyone despises him.
