Russia has existed for far longer than just Putin's regime.

Depends on how you see on it. Soviet fell 1991, and (new) Russia formed. Putin has been in power since 1999, so...

Or are you talking about the Russian Empire prior to first World War?

I'm talking about Russia altogether. Not just the Russian Republic. But yeah that one has been awful always.
