DLC has come to mean Payed DownLoadable Content.
Free DLC is a thing.
It's not (and never has been) DLC if it's not from the devs, though.
Theres no reason they'd offer this as a free DLC as opposed to just including it in the game as an update though if they didn't want to charge for it

And no, it hasn't "come to mean" that, free DLC is still common.
Spelling*
While grammar could encompass spelling, I believe we are just looking at a typo and not a complete breakdown of the English language here.
Let it be known that any further mistakes like this will result in the swift application of capital punishment in its most vile form.
