This article is a year old. Is that feature already there and I‘m just not seeing it?

It doesn't. It's just a launcher/lobby.

As Mozingo pointed out, Horizon Home isn’t the same thing as Horizon Worlds. Home is just the home environment where you launch games or people pop up when you’re on a call.
