They don't have to. Sim city 4 released so long ago that a while new generation of gamers are here now that don't even remember sim city 4. That's the only reason the pre-order scan is still working. I pre ordered brink, and learned to never do that shit again. Someone who is now 20 has no idea what brink is, and sees a pre-order vonus and thinks: what a good idea.
