There's a movement for Universal Socialized Bone Enchantment Upkeep but the enchanters are making money and the alchemists who produce the special materials are making money, and the people mostly just want to get through the harvest, so even though this King or that sometimes talks about getting a functional program up and running, it's hard to believe that it's really going to happen, even though literally every other developed kingdom in the world has Universal Bone Enchantment Upkeep.
