I just learned about the Tyre Extinguishers. They use lentils to depress the pin on the valve cap of an SUV's tyre, so that the tyre deflates without getting damaged. It's super effective and it's not a crime. They are called the Tyre Extinguishers.

This won’t have any meaningful impact on the culture and industry that upholds cars as the only viable method of travel. What it will do is measurable damage - either monetarily or physically - to people who are not your enemy, and will alienate much larger swathes of people from ever sympathizing with the movement to free us from the tyranny of cars.
