Is it possible to make a normal elastic-waist skirt into a high waisted skirt with a straight band? (self.femalefashionadvice)

i have a skirt that has an elastic waist, i don't think it's high waisted and the waistband sticks out a little bit since it's elastic. Would it be possible to alter this skirt to a regular waist band (such as the type that would have a zipper) and make it high waisted?

definitely would not attempt this myself, would find a tailor
